ICX is the Korean version of Ethereum. As in 2017, the current bull run has the Korean market paying a premium on coins. Should ICX make it above the major resistance line, shown in solid black, expect a run-away bull run in a very short amount of time.

When you have a dip in the price, and then the price follows a curve back up to where the price initially was, it shows that investors are slowly, organically, decided that this thing, whatever it is, is worth the cost of investing. The right shoulder or the handle is simply the test of that investor confidence. So, for a short answer, YES.
