Dowjones .. New bull market or blow off top ?!

Hello everyone this is my analysis for Dowjones on monthly time frame

Details shown in the chart .. but one important point I wanna discuss is
Price has a strong monthly close above red line this have happened before when price closed above green line and we had a melt up .. in Dowjones
Will this be a new bull market start or a blow off top ..

What is my expectation as a target I will show in the chart below
